Our Background

The Story of Hikmah Law

Hikmah Law was established in Kuala Lumpur with a single purpose: to provide Malaysian financial institutions, fintech operators, and lending businesses with clear, precise, and commercially grounded legal counsel on banking and finance regulation.

The firm's founding team saw a recurring challenge — clients navigating complex licensing processes and compliance obligations without access to lawyers who combined deep regulatory knowledge with practical transactional experience. Hikmah Law was formed to close that gap.

Today, the practice serves a range of clients including commercial banks, fintech startups applying for BNM licences, and mid-market businesses seeking structured loan facilities. We work in English and Bahasa Malaysia and operate entirely from our principal office in Kuala Lumpur.

Our Mission

Clarity in Regulated Waters

To translate complex banking and finance regulation into practical, actionable guidance — so our clients can operate with confidence and build compliance into their businesses from the ground up.

Our Vision

A Trusted Regulatory Partner

To be the first call for Malaysian financial institutions and fintech businesses when regulatory questions arise — not just at the time of a crisis, but throughout the lifecycle of their operations.

Precision, Candour, Responsibility

We are direct about what the law requires and what risks exist. We do not overstate what legal advice can achieve. We take our professional obligations and our duty of care to clients with full seriousness.

How We Work

Quality Standards & Professional Protocols

Legal Professional Standards

All practitioners are members of the Malaysian Bar and operate under the Legal Profession Act 1976. Professional indemnity insurance is maintained at all times.

Client Confidentiality

Solicitor-client privilege is maintained across all engagements. Conflict checks precede every new matter. Data handling follows PDPA 2010 requirements.

Regulatory Accuracy

Advice is checked against current BNM policy documents, gazette notices, and legislative amendments before delivery. We do not rely solely on precedents without verifying current applicability.

Document Quality Control

All client deliverables — opinion letters, annotated term sheets, compliance manuals — are reviewed by a senior practitioner prior to issue.

Client Communication

Clients receive a named contact for each matter and a written scope of engagement. Progress updates are provided at agreed intervals throughout the engagement.

Continuing Professional Development

All lawyers maintain CPD obligations under the Malaysian Bar requirements and follow regulatory updates from BNM, SC, and relevant statutory bodies on an ongoing basis.

Banking & Finance Regulation Counsel in Kuala Lumpur

Hikmah Law operates at the intersection of Malaysian banking law and financial regulation — a niche that demands current knowledge of Bank Negara Malaysia policy documents, the Financial Services Act 2013, the Islamic Financial Services Act 2013, and the Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act 2001. Our practice covers the full regulatory lifecycle: from the early stages of licence preparation through to the design of operational compliance frameworks.

Financial institutions operating in Malaysia face a demanding regulatory environment that continues to evolve. BNM updates its policy documents regularly, and organisations that do not maintain current compliance posture risk supervisory exposure. Hikmah Law provides ongoing regulatory support to help institutions stay ahead of these requirements — not only at the point of an examination, but as part of how they operate day to day.

Our lending practice covers both conventional and Islamic finance documentation structures, drawing on deep experience with facility agreements in the Malaysian market. Clients include both domestic and internationally headquartered lending institutions seeking counsel on documentation that reflects current Malaysian law and practice.

Suite 25-1, Menara Hikmah, Jalan Pinang, Kuala Lumpur serves as our principal office. Consultations are conducted in person, via video conference, or by telephone. New client enquiries are welcomed, and a conflict check will be conducted prior to any engagement commencing.
